Esta situa\u00e7\u00e3o tem um impacto direto na <strong>qualidade dos cuidados<\/strong> e na capacidade dos recursos humanos para responder \u00e0s necessidades crescentes da <strong>sa\u00fade p\u00fablica<\/strong>. Apesar de uma popula\u00e7\u00e3o de reformados que representa 7% dos reformados franceses, as reservas financeiras baixaram muito, apontando para um d\u00e9fice de mais de 2,5 mil milh\u00f5es de euros em 2023, quase o dobro do d\u00e9fice do regime geral, que \u00e9 dez vezes maior. Esta din\u00e2mica \u00e9 acentuada pela diminui\u00e7\u00e3o do r\u00e1cio demogr\u00e1fico, que passou de mais de 4 para menos de 1,5 atualmente, o que resulta num r\u00e1cio preocupante entre reformados e contribuintes activos.  <\/p><p>Al\u00e9m disso, as reformas antecipadas ligadas a <strong>categorias activas<\/strong> e a <strong>carreiras longas<\/strong> &#8211; comuns nas profiss\u00f5es hospitalares &#8211; aumentam a press\u00e3o sobre a gest\u00e3o das compet\u00eancias e o equil\u00edbrio financeiro. Neste contexto, as despesas aumentam a passos largos, prevendo-se um d\u00e9fice de 11 mil milh\u00f5es de euros at\u00e9 ao final da d\u00e9cada, o que p\u00f5e em causa a sustentabilidade dos recursos afectados \u00e0s <strong>pens\u00f5es hospitalares<\/strong>. <\/p><h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Os_riscos_ocultos_da_reforma_para_a_gestao_das_competencias_hospitalares\"><\/span>Os riscos ocultos da reforma para a gest\u00e3o das compet\u00eancias hospitalares<span class=\"ez-toc-section-end\"><\/span><\/h2><p>Para al\u00e9m da simples substitui\u00e7\u00e3o dos postos de trabalho vagos, as reformas provocam uma <strong>perda de conhecimentos<\/strong> muitas vezes dif\u00edcil de compensar. O sector hospitalar v\u00ea-se assim confrontado com uma escassez de talentos experientes, o que afecta a efic\u00e1cia das equipas m\u00e9dicas e a transmiss\u00e3o intergeracional das melhores pr\u00e1ticas. A aus\u00eancia de mecanismos adequados de capta\u00e7\u00e3o deste capital humano acentua o risco de rutura da continuidade dos cuidados.  <\/p><p>Este fen\u00f3meno verifica-se tamb\u00e9m nos servi\u00e7os de recrutamento m\u00e9dico, que t\u00eam dificuldade em acompanhar a necessidade crescente de pessoal qualificado, nomeadamente devido \u00e0 lentid\u00e3o dos processos de integra\u00e7\u00e3o e \u00e0 complexidade crescente das compet\u00eancias exigidas. Estes disfuncionamentos t\u00eam um impacto grave na gest\u00e3o dos recursos humanos e exigem uma transforma\u00e7\u00e3o radical dos m\u00e9todos utilizados para antecipar e acompanhar as reformas. <\/p><h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Otimizar_a_transferencia_de_competencias_e_reforcar_a_comunidade_profissional_hospitalar\"><\/span>Otimizar a transfer\u00eancia de compet\u00eancias e refor\u00e7ar a comunidade profissional hospitalar<span class=\"ez-toc-section-end\"><\/span><\/h3><p>Para contrariar o efeito delet\u00e9rio das sa\u00eddas antecipadas, devem ser introduzidos rituais de tutoria e de apoio, incentivando a cria\u00e7\u00e3o de <strong>pares intergeracionais<\/strong>. A cria\u00e7\u00e3o de redes de antigos colaboradores, associada a plataformas digitais de gest\u00e3o de comunidades, facilita a reten\u00e7\u00e3o da <strong>experi\u00eancia<\/strong> e o desenvolvimento de uma cultura de apoio m\u00fatuo ativo. Estas iniciativas contribuem igualmente para melhorar a coopta\u00e7\u00e3o, acelerar a integra\u00e7\u00e3o dos novos recrutas e manter os la\u00e7os sociais no seio do sector hospitalar.  <\/p><p>Este tipo de organiza\u00e7\u00e3o, que favorece a partilha do saber-fazer e a mobiliza\u00e7\u00e3o colectiva, tem um efeito direto sobre os indicadores-chave de desempenho ligados \u00e0 <strong>gest\u00e3o das compet\u00eancias<\/strong> e \u00e0 manuten\u00e7\u00e3o de um quadro regulamentar conforme \u00e0s exig\u00eancias dos estabelecimentos. O objetivo \u00e9 reduzir n\u00e3o s\u00f3 os custos associados \u00e0 forma\u00e7\u00e3o inicial, mas tamb\u00e9m os riscos associados \u00e0 perda de compet\u00eancias vitais. <\/p><p>Os decisores, quer sejam respons\u00e1veis pelos recursos humanos, pela gest\u00e3o das institui\u00e7\u00f5es ou pelos \u00f3rg\u00e3os de representa\u00e7\u00e3o, teriam todo o interesse em integrar solu\u00e7\u00f5es digitais inovadoras para automatizar certas etapas da gest\u00e3o e manter os efectivos actualizados, numa altura em que a rota\u00e7\u00e3o do pessoal \u00e9 cada vez mais
